eGovernment Assessment in 60 Local Self-Governments in Serbia (UNOPS-SwissPRO-2018-S-002)

The overall objective of this intervention was to gauge current LSGs’ e-Government status in 60 selected local self-governments, which then served as a basis for further enhancement of local government efficiency, transparency and accountability by providing better public services to citizens and businesses.

Project activities:

·   Development of the assessment methodology and tools.

·   Assessment of municipal website structure, content and design, in line with the Standard Guidelines and the List of Interoperability Standards, issued by the Serbian Government’s Office for IT and e-Services.

·   Assessment of e-government services provided via LSGs’ websites, National e-Government Portal, Open Data Portal and social networks.

·   Assessment of compliance with the Law on e-Government, Electronic Administrative Procedures (e-ZUP) and other related laws.

·   Conducted citizen and business sector surveys of IT literacy, use of eServices and overall readiness for eGovernment.

·   Conducted focus groups with the LSGs, civil society and the private sector, in order to assess the current status and capacities for e-government from different perspectives.

·   Provision of key findings, lessons learned and recommendations and preparation of comprehensive municipal action plans for introducing e-services (in Serbian language).

·  Preparation of an integrated final report in English language.
